  <p class="psrp-section-heading">Terms of Reference</p>

  <ol class="psrp-numbered-section">

    <li>
      <div class="sec-title">Background</div>
      <p>Buntis Partner is a community-based maternal health program conceptualized by the Philippine Society for Responsible Parenthood (PSRP) for San Pablo City, Laguna. The program deploys trained Barangay Health Workers (BHWs) as "Buntis Partners," serving as community-level pregnancy navigators. The program covers early pregnancy identification, linkage to antenatal care (ANC), maternal risk screening and color classification, and referral coordination across all 80 barangays of San Pablo City.</p>
      <p>The current implementation phase is a 3-month proof-of-concept covering all 80 barangays, with 1 Buntis Partner/BHW deployed per barangay (80 BHWs total), trained in 3 batches of 30, 25, and 25 participants. The estimated reach is approximately 640 to 650 pregnant women over the 3-month period.</p>
      <p>PSRP intends to engage a qualified organization ("the Implementing Organization") to carry out the operational execution of the program, under the overall guidance of PSRP.</p>
    </li>

    <li>
      <div class="sec-title">Objective</div>
      <p>To engage an Implementing Organization to carry out the day-to-day operational execution of the Buntis Partner program across all 80 barangays of San Pablo City, so that the program's expected outputs are delivered within the 3-month implementation period and within the approved budget ceiling.</p>
    </li>

    <li>
      <div class="sec-title">Scope of Work</div>
      <p>Project execution will be outsourced to the Implementing Organization, which will carry out the full operational scope of the program, including:</p>
      <ul class="psrp-list">
        <li><strong>Mobilization, Tools and Coordination:</strong> Engage a technical consultant to develop the system design, Manual of Operations (MOP), Training Guide, and KoBo data collection tool; mobilize 80 BHWs across all barangays; and establish barangay-RHU coordination mechanisms.</li>
        <li><strong>Training and Capacity-Building:</strong> Organize and conduct training for 80 Buntis Partners/BHWs in 3 batches, and procure and distribute Buntis Partner kits.</li>
        <li><strong>Community Rollout:</strong> Supervise household visits for early pregnancy identification, apply the Green/Yellow/Red risk screening and color classification, facilitate ANC linkage, and support PhilHealth navigation.</li>
        <li><strong>Referral Coordination and Ongoing Monitoring:</strong> Coordinate referral and counter-referral for Yellow/Red-classified cases, conduct household follow-up visits, and participate in monthly RHU review meetings.</li>
        <li><strong>Review, Documentation and Reporting:</strong> Consolidate and validate community-level data, and prepare a draft endline report and dashboard summary for PSRP validation.</li>
      </ul>

      <div class="sec-title">Emergency Transfer Vehicle Provision</div>
      <p>Provision will be made for emergency transfer vehicle hire, to ensure transportation is available for high-risk delivery and prenatal emergencies identified through the color-coded risk screening system (Yellow/Red classification).</p>
      <ul class="psrp-list">
        <li>The Implementing Organization will arrange the emergency transfer vehicle hire service as part of its scope of work.</li>
        <li>The Implementing Organization will coordinate activation of the service with Buntis Partners, barangay officials, and RHUs when a high-risk case requiring transport is identified.</li>
        <li>The Implementing Organization will maintain a log of activations, including case classification, barangay, and outcome, for inclusion in monthly progress reports.</li>
      </ul>
    </li>

    <li>
      <div class="sec-title">Target Stakeholders</div>
      <p>The key stakeholders involved and targeted in this initiative include:</p>
      <ul class="psrp-list">
        <li>The City Health Office and Rural Health Units of San Pablo City;</li>
        <li>Barangay Health Workers serving as Buntis Partners across all 80 barangays; and</li>
        <li>Pregnant women in San Pablo City, with a special focus on high-risk and vulnerable cases.</li>
      </ul>
    </li>

    <li>
      <div class="sec-title">Payment and Compensation</div>
      <p>Payment shall be made in tranches tied to the delivery and acceptance of agreed milestones. The total engagement amount shall be determined based on the approved workplan and budget ceiling agreed with PSRP.</p>
    </li>

    <li>
      <div class="sec-title">Reporting and Supervision</div>
      <p>The Implementing Organization shall:</p>
      <ul class="psrp-list">
        <li>Designate a primary point of contact who shall report directly to PSRP for all technical, administrative, and financial matters related to this engagement; and</li>
        <li>Submit monthly progress reports covering activities completed, outputs achieved, KoBo data summaries, and any implementation issues, and participate in joint review meetings with PSRP and with CHO/RHU as scheduled.</li>
      </ul>
      <p>PSRP retains final approval authority over all deliverables prior to external submission.</p>
    </li>

    <li>
      <div class="sec-title">Timeline</div>
      <p>The Implementing Organization shall be engaged for a period of <strong>3 months</strong>, coinciding with the program implementation period.</p>
    </li>

    <li>
      <div class="sec-title">Qualifications</div>
      <ul class="psrp-list">
        <li>Registered organization with demonstrated experience implementing community-based health programs in the Philippines, preferably maternal and child health.</li>
        <li>Demonstrated capacity to mobilize, train, and manage community health volunteers at scale (80 or more BHWs across multiple barangays).</li>
        <li>Experience with digital data collection tools, particularly KoBoToolbox or equivalent platforms.</li>
        <li>Local presence in or familiarity with San Pablo City, Laguna, and prior coordination experience with the City Health Office and Rural Health Units.</li>
        <li>Financial management systems capable of administering PHP-denominated budgets and reporting against the approved budget ceiling.</li>
      </ul>

      <div class="sec-title">Background</div>
      <p>Child, Early and Forced Marriage and Unions (CEFMU) remain a significant child protection concern in the Philippines, with serious consequences for children's rights, health, education, safety, and life opportunities, particularly for girls and other vulnerable adolescents. Republic Act No. 11596, which prohibits the practice of child marriage and imposes penalties for violations, provides the legal basis for prevention, protection, and response. This is further reinforced by the National Action Plan to End Child, Early and Forced Marriages and Unions (2025–2028), which calls for a whole-of-government and whole-of-society approach, stronger frontline systems, and improved local service delivery convergence.</p>
      <p>Anchored in the UNICEF Child Protection Systems Strengthening (CPSS) Framework and current government efforts to localize the prevention and response to CEFMU, this consultancy will help position the health sector, particularly primary health care (PHC), as a practical entry point for early identification, first-line support, prevention messaging, and referral of survivors of sexual violence and potential cases of CEFMU (e.g. pregnant adolescents). At the local government level, PHC platforms, adolescent-friendly health services, Women and Children Protection Units, barangay health systems, and local social welfare services can serve as connected pathways for children at risk of or affected by CEFMU.</p>
      <p>Health facilities are often among the first points of contact for adolescents vulnerable to or affected by child marriage, adolescent pregnancy, sexual abuse, exploitation, mental health concerns, and other protection risks. As such, the health sector plays a critical role in early identification, risk assessment, referral, case management, and continuity of care for vulnerable adolescents.</p>
      <p>However, existing systems frequently face challenges, including fragmented referral pathways, weak inter-agency coordination, limited adolescent-friendly services, inadequate case management capacities, confidentiality concerns, and insufficient integration of child protection and psychosocial support within primary health care systems.</p>
      <p>To address these gaps, the consultancy aims to strengthen the integration of child protection within adolescent health systems and service delivery mechanisms by establishing clear referral pathways and coordination mechanisms that enable children and adolescents to access timely, safe, confidential, and appropriate health, psychosocial, and child protection services, and by enhancing the capacity of health facilities, frontline workers, and service providers to identify, assess, and refer adolescents vulnerable to or affected by CEFMU, adolescent pregnancy, abuse, exploitation, neglect, and violence.</p>

      <div class="sec-title">Objective of the Assignment</div>
      <p>To strengthen the integration of child protection within adolescent health systems through strategic technical leadership. The consultancy will build the capacity of health facilities and frontline workers to identify, assess, and refer adolescents vulnerable to or affected by CEFMU, adolescent pregnancy, abuse, exploitation, neglect, and violence through coordinated, adolescent-friendly, trauma-informed, and survivor-centered approaches.</p>
      <p>Specifically, the consultancy aims to:</p>
      <ol class="psrp-olist">
        <li>Strengthen the integration of child protection principles, safeguarding standards, and response mechanisms within adolescent health and primary health care systems;</li>
        <li>Strengthen the capacity of health facilities and service providers to identify, assess, and refer adolescents at risk of or affected by CEFMU, adolescent pregnancy, abuse, exploitation, and violence;</li>
        <li>Develop health referral pathways, and strengthen coordination mechanisms between health and child protection systems;</li>
        <li>Support the establishment of adolescent-friendly, safe, confidential, and survivor-centered health services linked to child protection systems; and</li>
        <li>Document lessons learned, good practices and provide recommendations for institutionalization, sustainability, and scale-up within LGU and health governance systems.</li>

        <li>Advanced university degree in Social Work, Public Health, Child Protection, Development Studies, Law, Public Administration, or another relevant field. A first-level university degree combined with additional qualifying experience may be accepted where appropriate.</li>
        <li>At least 8 years of progressively responsible professional experience in child protection systems strengthening, public health systems, adolescent programming, social service delivery, or related multi-sectoral development work.</li>
        <li>Demonstrated technical expertise in one or more of the following areas: child protection case management, referral systems, violence against children, prevention and response, gender-based violence, adolescent health, or integrated service delivery models.</li>
        <li>Strong knowledge of the Philippine child protection, health, and local governance landscape, including LGU systems, inter-agency coordination mechanisms, and frontline service delivery structures.</li>
        <li>Proven experience in leading assessments, designing frameworks and operational tools, facilitating consultations, and producing high-quality analytical and technical reports.</li>
        <li>Experience working with government counterparts, UN agencies, development partners, civil society organizations, and local stakeholders is highly desirable.</li>
        <li>Prior work related to child marriage, violence against children, harmful practices, or gender and adolescent-focused programming in the Philippines is an advantage.</li>
        <li>Excellent communication, facilitation, and report-writing skills in English are required. Working knowledge of Filipino and/or other relevant local languages is an asset.</li>
      </ul>

      <div class="sec-title">Reporting Line and Work Arrangement</div>
      <p>The consultant will report to the Philippine Society for Responsible Parenthood and will work in close coordination with relevant technical focal points, government counterparts, and partner institutions involved in child protection, health, and social service delivery.</p>

        <li>Duty station: Home-based with travel, as required, to selected sites (Brooke's Point, Palawan and Catbalogan, Samar) in the Philippines, and attendance in virtual and in-person consultations, meetings, workshops, and validation sessions.</li>
        <li>The consultant is expected to provide regular progress updates and submit all outputs in agreed formats and according to the approved workplan and timeline.</li>
        <li>Any travel required under the assignment will be pre-approved by the contracting entity and managed in accordance with applicable organizational rules and procedures.</li>

All information collected, accessed, or generated under this consultancy shall be treated as confidential and may not be shared or used for purposes other than the assignment without prior authorization. Where engagement with children, adolescents, families, or case-related information is required, the consultant shall comply with all applicable safeguarding, informed consent, data protection, and do-no-harm principles and organizational policies.</p>

									<div class="markdown markdown-main-panel" dir="ltr"><p>Healthcare experts, government officials, and international organizations gathered last October 25 to 27, 2023 for the National Family Planning Strategic and Costed Implementation Planning Workshop.</p><p><br />At the heart of the event was the exploration of Costed Implementation Plans (CIPs), comprehensive multi-year guides aimed at assisting governments in realizing their family planning objectives while ensuring the allocation of resources for critical activities. These plans serve as instrumental tools for crafting annual work and financial agendas, with a focus on addressing Unmet Needs for Modern Family Planning. The workshop highlighted the essential role of CIPs in not only costing family planning commodities but also enabling high-impact activities, including training, social media campaigns, hospital support, and technical assistance initiatives.</p><p><br />The event brought together a diverse assembly, featuring 18 representatives from the Centers for Health Development (CHDs) across the Philippines, alongside delegates from the Department of Health &#8211; Disease Prevention and Control Bureau (DOH-DPCB), the Department of Health &#8211; Epidemiology Bureau (DOH-EB), Philippine Society for Responsible Parenthood, Inc (PSRP), Likhaan, the Commission on Population and Development (CPD), the United Nations Population Fund (UNFPA), the United States Agency for International Development (USAID), and the University of the Philippines Population Institute (UPPI).</p><p><br />The workshop was also an opportunity for the DOH-DPCB and CHD representatives to acknowledge and express their appreciation for the unwavering support provided by PSRP (Philippine Society for Responsible Parenthood, Inc.), which co-organized the event, towards family planning initiatives in the Philippines.</p><p><br />As anticipated, the extensive discussions during the workshop pointed several critical points and challenges. 									<div class="content" tabindex="0"><div class="ac-container ac-adaptiveCard"><div class="ac-textBlock"><p>The study &#8220;Understanding the Non-Health Determinants of Family Planning (FP) Use in Disaster-Prone Regions of the Philippines&#8221; was conducted by the Philippine Society for Responsible Parenthood, Inc. in partnership with the Center for Strategic Research at Miriam College, and sponsored by UNFPA Philippines.</p><p><br />The study aimed to comprehensively analyze the non-health determinants influencing FP use among women in disaster-prone regions of the Philippines. It adhered to the Leave No One Behind (LNOB) framework established by the United Nations and concentrated on five key determinants: discrimination, geography, governance, socio-economic status, and shock/fragility.</p><p><br />The study targeted five barangays across disaster-prone regions: Calabarzon, Eastern Visayas Region, CARAGA, and BARMM. These areas were selected based on their susceptibility to various disasters, including natural calamities and manmade crises, such as the strife in Marawi City.</p><p><br />The research approach comprised two integral components:<br /><br /></p><ol><li style="list-style-type: none;"><ol><li>Collecting crucial background data through 23 Key Informant Interviews (KII).</li><li>Conducting in-depth Focus Group Discussions (FGD) with 107 participants to probe into their values, perceptions, beliefs, opinions, and practices concerning family planning, thereby uncovering non-health-related determinants influencing their decision-making processes.</li></ol></li></ol><p><br />The study&#8217;s findings revealed that women&#8217;s FP utilization experiences were significantly impacted by the following factors:<br /><br /></p><ol><li style="list-style-type: none;"><ol><li>Geographic Location: The physical location of their barangays, frequently subjected to various forms of disasters, played a pivotal role in determining FP utilization patterns. This included areas affected by both natural disasters and manmade conflicts, such as the strife in Marawi City.</li><li>Socio-economic Status: The overall socio-economic standing of the communities and households was a key determinant. The study highlighted the challenges faced by women in areas characterized by limited economic resources.</li><li>Governance Quality: The effectiveness of local governance systems emerged as a critical factor. It influenced the availability and accessibility of FP services and information within these communities.</li><li> Discrimination: Experiences of discrimination had a discernible impact on FP choices. Discriminatory practices and attitudes could serve as barriers to accessing and using FP methods.</li><li>Shock and Fragility: Vulnerabilities arising from the combination of the above factors, compounded by the shock and fragility stemming from disasters, contributed significantly to women&#8217;s experiences in FP use. These shocks could exacerbate disadvantages and hardships for women of reproductive age.</li></ol></li></ol><p><br />While common determinants of FP use were identified across the study areas, including socio-cultural, economic, fertility, and access-related factors, there were also unique determinants specific to each region. These distinctions were primarily shaped by the ethnic, religious, and governance experiences characteristic of each area.</p><p><br />The study also found that women in disaster-prone areas faced multiple vulnerabilities and losses due to frequent disasters. Concerning FP use, the quality of local health and governance systems played a decisive <br />role in determining women&#8217;s continued inclusion or exclusion from government FP programs and services, especially during disasters.</p><p><br />The study&#8217;s findings underscore the importance of considering the non-health determinants of FP use when developing and implementing FP programs in disaster-prone areas. It also highlights the need for a multisectoral approach involving women, their families, government entities at both national and local levels, NGOs, and aid organizations to address the multifaceted challenges surrounding FP utilization in these areas.</p><p><br />The study provides the following recommendations:<br /><br /></p><ol><li style="list-style-type: none;"><ol><li>Enhance access to free FP commodities, especially in the context of evacuation centers and disaster scenarios. This can be done by establishing partnerships with local government units, NGOs, and other stakeholders.</li><li>Invest in disaster-resilient FP service delivery systems. This includes training healthcare workers on FP service provision in emergency settings and ensuring the availability of essential FP supplies and equipment in evacuation centers and other temporary shelters.</li><li>Empower women to make informed decisions about their FP and reproductive health. This can be done by raising awareness about FP and reproductive rights, and promoting gender-equitable relationships.</li><li>Address the root causes of discrimination and other social determinants of health that impact FP use. This requires a multisectoral approach involving government agencies, civil society organizations, and communities.</li></ol></li></ol><p><br />By implementing these recommendations, we can help to ensure that all women have access to quality FP services and information, regardless of where they live or the challenges they face.</p></div></div></div>								</div>

									<p>On February 20, 2023, the Philippine government, in partnership with the Korea International Cooperation Agency (KOICA) and the United Nations (UN), initiated a program to combat the alarming rates of adolescent pregnancies within the country. This initiative, funded by the Republic of Korea through KOICA, is titled &#8220;Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar in the Philippines.&#8221; Its principal objectives encompass improving adolescents&#8217; access to sexual and reproductive health services and information, increasing their awareness of sexual and reproductive health rights, and fortifying leadership and governance in the realm of adolescent sexual and reproductive health (ASRH).</p>
<p><br>KOICA, in collaboration with the United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), and the World Health Organization (WHO), formalized their joint program agreement scheduled to run until 2026, with the goal of making substantial strides in addressing adolescent pregnancies.<br><br></p>
<p>To execute some of these goals, UNFPA has enlisted the Philippine Society for Responsible Parenthood (PSRP) as one of its implementing partners. PSRP will undertake the following initiatives:<br><br></p>

<ol>
<li>Engaging adolescents in reproductive health and gender equality through online campaigns and educational sessions by creating an adolescent community on the&nbsp; <a href="https://rh-care.info" target="_blank" rel="noopener">RH Care Info</a> social media platform. In this community, adolescents can actively participate in campaigns and educational sessions, with a special focus on popularizing these efforts in Samar and Southern Leyte.</li>
<li>Enhancing the capacity of educators in Comprehensive Sexuality Education (CSE) in project sites by establishing a dedicated online community for trained teachers. This platform will facilitate the sharing of knowledge and experiences among educators implementing CSE.</li>
<li>Strengthening the skills of health workers in adolescent sexual and reproductive health, including family planning methods, through the creation of an online community for these professionals. This space will foster knowledge sharing and exchange of experiences among health workers engaged in ASRH.</li>
<li>Promoting adherence to the Performance Accountability System (PAS) among Local Government Units (LGUs) by establishing an online community for LGU officials and staff involved in the implementation of adolescent pregnancy programs. This online platform will facilitate the exchange of knowledge and experiences among these stakeholders.</li>

									<p>The Philippine Society for Responsible Parenthood (PSRP), in partnership with the United Nations Population Fund (UNFPA), is supporting the Philippine Department of Health (DOH) to revise the Family Planning Costed Implementation Plan (CIP) to align with the DOH&#8217;s Devolution Transition Plan and Health Sector Strategy. This adaptation aims to improve the delivery of family planning services to meet evolving healthcare needs, closely coordinated with the Universal Health Care (UHC) framework.</p><p>PSRP is specifically:<br /><br /></p><ol><li style="list-style-type: none;"><ol><li>Reviewing the Family Planning (FP) financing component of the Costed Implementation Plan (CIP) by examining the Philippine Health Insurance Corporation (PhilHealth) Sexual and Reproductive Health (SRH) benefit packages, which include Maternal Health, Family Planning, and Adolescent Pregnancy.</li><li>Identifying challenges and offering recommendations concerning the Reproductive Health (RH)-related benefit packages in relation to the Universal Health Care (UHC) Implementation.</li><li>Integrating the updated Family Planning Costed Implementation Plan (FP-CIP) into its work and financial plan (WFP) within the Disease Prevention and Control Bureau (DPCB) of the Department of Health, ensuring seamless alignment with its broader healthcare objectives and strategies. <br /><br /></li></ol></li></ol><p>Overall, PSRP aims to align the Family Planning Costed Implementation Plan with the DOH&#8217;s strategy to improve family planning services to meet changing healthcare needs, in line with the Universal Health Care framework for better healthcare access and services. By year-end, PSRP expects to achieve these goals for a healthier future.</p>								</div>

									<p>With technical and financial support from UNFPA, the Philippine Society for Responsible Parenthood, Inc. (PSRP) is working with the Philippine Department of Health (DOH) to develop the Operational Guidelines on Mobile Health Units or Women&#8217;s Health on Wheels (WHoW). These guidelines will provide a comprehensive framework for implementing the mobile health clinic strategy, which aims to reach underserved and marginalized women in remote and disaster-prone areas.</p><p><br />The guidelines will cover a wide range of topics, including:</p><ol><li style="list-style-type: none;"><ol><li>Technical aspects: This will include guidance on the selection of vehicles, equipment, and supplies; the development of clinical protocols and procedures; and the training of healthcare personnel.</li><li>Financial aspects: This will include guidance on the cost of setting up, operating, and maintaining WHoWs; as well as strategies for mobilizing resources from the government, private sector, and civil society.</li><li>Stakeholder roles and responsibilities: This will clarify the roles and responsibilities of the DOH, PSRP, other government agencies, civil society organizations, and communities in the implementation of the WHoW program.</li></ol></li></ol><p><br />The guidelines are expected to be completed by the end of this year. Once finalized, they will be disseminated to all relevant stakeholders and will serve as a valuable resource for implementing the WHoW program in a sustainable and effective manner.</p><p><br />The WHoW program is a significant development in the Philippine DOH efforts to improve access to healthcare for women, particularly those living in underserved and marginalized communities. By providing mobile health clinics, the WHoW program will bring essential healthcare services to women&#8217;s doorstep, regardless of their location or socioeconomic status.</p><p><br />In addition to providing basic healthcare services, the WHoW program will also focus on promoting women&#8217;s health and empowerment. The mobile health clinics will provide women with information and counseling on a range of topics, including reproductive health, family planning, and maternal health. The clinics will also provide women with access to essential commodities, such as sanitary napkins and contraception.</p><p><br />The WHoW program is a significant investment in the health and well-being of women in the Philippines. The Operational Guidelines on Mobile Health Units or Women&#8217;s Health on Wheels will play a vital role in ensuring the successful implementation of this program.</p>								</div>

The SRH Watch is an innovative platform that changes the way we track and enhance Sexual and Reproductive Health (SRH) outcomes. This cutting-edge system offers real-time capabilities, serving as an essential tool for preventing maternal deaths, a complete source of family planning data, and a vigilant monitor of contraceptive stock status. This revolutionary approach empowers decision-makers to proactively tackle emerging challenges, make informed decisions, and ensure the consistent availability of high-quality SRH services.</p><p><strong><br />Real-Time Maternal Mortality Alerts:</strong></p><p><br />The SRH Watch acts as a vital tool by providing continuous real-time monitoring and analysis of maternal mortality rates.
