Our Board of Trustees is composed of visionary leaders from a variety of backgrounds, each with a profound commitment to fostering responsible parenthood and reproductive health in the Philippines. PRESIDENT

Bernabe R. Marinduque, MD

Dr. Bernabe Marinduque, a practicing Obstetrician and Gynecologist, is an active advocate for women’s health. He holds fellowships from the Philippine Board of Obstetrics and Gynecology and the American College of Obstetricians and Gynecologists. His role as an Assistant Clinical Professor extends to the UP-Philippine General Hospital Medical Center.

Dr. Abe held numerous prestigious positions in reproductive health. His involvement extends to the National Implementation Team for the Responsible Parenthood and Reproductive Health Law under the Philippine Department of Health. He is currently the Focal Person for Civil Society Organizations for FP 2030 and the Training Consultant for Family Planning at the Integrated Midwives Association of the Philippines, Inc.

These roles reflect his deep commitment to family planning and women’s health. His significant contributions as a respected leader in his field have positively impacted the lives of women and families in the Philippines.

VICE PRESIDENT

Gerardito F. Cruz, MD

Dr. Gerry Cruz is a distinguished graduate of UERMMMC College of Medicine in 1974 with a 45-year career specializing in clinical and community-based health programs. His areas of expertise include family planning, maternal and child health, tuberculosis, reproductive tract infections, and HIV/AIDS.

In his career, he has held significant roles such as the National Program Manager for the Cooperative Movement for Encouraging NSV. In this capacity, he developed and conducted training on Family Planning and No Scalpel Vasectomy for the Philippine Family Planning Program.

He also contributed as a Maternal Newborn Child Health and Nutrition (MNCHN)/Family Planning (FP) Specialist in the EngenderHealth Visayas Health Project. Dr. Cruz’s skills span across curriculum development, training, quality assurance, research, monitoring, evaluation, counseling, service delivery, and health policy development. His extensive expertise significantly contributes to PSRP’s mission to improve reproductive health.

Mary Joyce T. Yabyabin, MD

Dr. Mary Joyce T. Mondina-Yabyabin, a fellow of the Philippine Obstetrical and Gynecological Society, leads the Comprehensive Family Planning Center at Dr. Jose Fabella Memorial Hospital (DJFMH). She earned her medical degree from the University of Santo Tomas and completed her residency in Obstetrics and Gynecology at DJFMH, where she now serves as a Medical Specialist III.

In her role, Dr. Mondina-Yabyabin is instrumental in creating various Family Planning (FP) training manuals and e-learning modules for the Department of Health (DOH). These resources are crucial for educating healthcare providers about FP methods. Moreover, she actively trains healthcare providers across the nation, ensuring that the knowledge is effectively passed on and applied in practice. Her dedication to women’s reproductive health is not just theoretical but also practical, making a real difference in the field.

SECRETARY

Eileen Grace F. Tancinco, MD

Dr. Eileen Grace F. Tancinco, a board-certified OB-GYN, leads the Family Planning Section at Quirino Memorial Medical Center “QMMC”, University of the East Ramon Magsaysay Memorial Medical Center “UERMMMC”, and The Medical City “TMC” Ortigas. She earned her medical degree and Master’s in Clinical Medicine from UERMMMC and University of the Philippines “UP” College of Medicine. She also trained in Obstetrics and Gynecology at QMMC and completed a Clinical Fellowship in Family Planning at the UP Philippine General Hospital.

She serves as an Assistant Professor at UERMMMC College of Medicine, a Medical Specialist at QMMC, and a consultant at TMC Ortigas. The QMMC Family Planning clinic under her leadership offers free services and serves as a referral center for complex cases.

Dr. Tancinco is dedicated to reproductive health, training healthcare workers in reproductive health services as a PSRP trainer and member of the POGS Task Force on Family Planning.

PAST PRESIDENT

Esmeraldo T. Ilem, MD

Dr. Ilem, the former Ex-Officio President of PSRP from 2013 to 2017, currently holds the Medical Center Chief II position at Dr. Jose Fabella Memorial Hospital. He leads the hospital’s Comprehensive Family Planning Service and has been the Program Director for Training in Voluntary Surgical Contraception and Comprehensive Family Planning since 2007.

He received prestigious fellowships and grants, including a Fellowship/Study Grant in Perinatology/High-Risk Pregnancy from the Japan International Corporation of Welfare Services (JICWELS) and a Study Grant on Policy Making in Women’s Health from the Australian Government Aid.

As a dedicated trainer in Voluntary Surgical Sterilization and long-acting family planning methods, Dr. Ilem has trained and supervised numerous health service providers nationwide. His significant contributions to publications like the Philippine FP Clinical Standards Manual and Family Planning Clinical Practice Guidelines reflect his commitment to reproductive health.

Junice L. Demeterio Melgar, MD

Dr. Junice Melgar, a graduate of the University of the Philippines College of Medicine, is the co-founder and executive director of Likhaan Center for Women’s Health. Since 1995, Likhaan has run nine community-based sexual and reproductive health programs in urban and rural areas, advocating for policies like the RH Law and Comprehensive Sexuality Education standards.

Dr. Melgar is also a member of the National Implementation Team for the Reproductive Health Law. She plays an active role in the Reproductive Health Advocacy Network (RHAN), an advocacy network that worked with legislators to pass the RH Bill and with the DOH to effect its implementation. She also serves on the Gender and Rights Advisory Panel for WHO’s Human Reproduction Programme, and DOH’s Public Health Ethics Committee.

Her work has made significant contributions to public health and women’s rights.

Anabelle P. Fajardo, MD

A Fajardo

Dr. Anabelle Fajardo, a distinguished medical professional, earned her Doctor of Medicine and Master of Science in Public Health degrees from the University of the East Ramon Magsaysay Memorial Medical Center (UERMMMC). She has served as an Associate Professor at the UERMMMC Graduate School, imparting her knowledge and expertise to future healthcare leaders.

She has held significant positions such as the head of the Valenzuela Population Program Management Office and the Executive Director of the Family Planning Organization of the Philippines (FPOP). Her experience also includes serving as a Family Planning Consultant for the Center for Health Development (CHD) Region 4A. Dr. Fajardo’s contributions to public health and education are noteworthy.

Jonathan D. Flavier, MD

Dr. Jondi Flavier, a licensed doctor, brings over 30 years of rich experience in various healthcare settings. His advanced studies in health management planning and policy have earned him a Master of Arts degree with distinction.

His knowledge has been further broadened through short courses and conferences on different aspects of health and development. This constant dedication to learning equips him to effectively navigate the evolving challenges in healthcare and development.

Dr. Flavier’s extensive background enables him to provide informed and realistic solutions to complex healthcare issues, making him a valuable asset in the field.

Patricia M. Gomez, RM, MCHS

Ms. Patricia Mines Gomez, RM, MCHS, has been leading the Integrated Midwives Association of the Philippines, Incorporated as the Executive Director since 2012. She also serves on the Board of Trustees for the Kangaroo Mother Care (KMC) Foundation Philippines and the Philippine Vaccination Foundation.

In addition to these roles, she chairs the Commission on Higher Education (CHED) Technical Panel on Midwifery Education. She holds leadership positions in the Council of Professional Health Associations (COPHA), Incorporated as President, and in the Philippine Federation of Professional Associations (PFPA), Incorporated as 4th Vice-President.

An alumna of Pamantasan ng Lungsod ng Maynila with Bachelor’s and Master’s degrees in Community Health Services, Ms. Gomez’s extensive experience and leadership roles highlight her commitment to advancing healthcare and midwifery education in the Philippines.

Nicolas T. Catindig, MD

Dr. Coly is a medical doctor and epidemiologist with over 31 years of progressive experience in the field. His expertise lies in program and project leadership, where he has demonstrated exceptional management and oversight skills in both public and private health programs.

In addition to his healthcare management skills, Dr. Coly has proven his ability to establish strategic partnerships. He has developed effective monitoring and evaluation systems that have been instrumental in ensuring high-quality program implementation.

His commitment to healthcare extends beyond borders, successfully collaborating with international development companies on foreign-funded projects, demonstrating his dedication to advancing global healthcare standards.

MONITORING AND EVALUATION CONSULTANT

Omar Emmanuel B. Sto. Niño

Omar is a Development Studies major from the University of the Philippines-Manila who has dedicated over 25 years to the progress of Philippine society and the Filipino people. His work spans various advocacy campaigns, including agrarian reform, student rights, youth development, human rights, and Philippine sovereignty.

His first health sector engagement was with the Department of Health under the Global Fund to Fight AIDS, TB, and Malaria-HIV Project. This was followed by his involvement in the Private Sector Mobilization for Maternal Health project by USAID Philippines.

For the past 8 years, Omar has been a vital part of PSRP on several projects funded by UNFPA Philippines. His expertise in data management and analysis ensures the effectiveness and impact of PSRP’s programs.

LOGISTICS CONSULTANT

Mariano F. Padilla

Mar designed the Barcode Track and Trace System (BTTS), a logistics management tool that tracks and traces contraceptive commodities. He has collaborated with various funding agencies and the Department of Health (DOH), specializing in logistics management and project operations.

Previously, Mar contributed to the Global Fund To Fight HIV/AIDS, Tuberculosis, and Malaria (GFATM) as a Project Associate. He also consulted for John Snow Inc. (USAID – FPLM & PROJECT DELIVER) on Contraceptive Logistics Management and worked on the LGU Essential Drugs Distribution System, supported by the World Bank.

His extensive knowledge and experience make him a valuable asset in logistics and project operations.

MONITORING AND EVALUATION ASSISTANT

Mary Ann M. Lanuza

With over eight years of experience in tracking and reporting, Mary Ann has become a highly skilled Monitoring and Evaluation (M&E) Assistant at PSRP since 2017. Her resilience, diligence, and compassion are evident in her work, contributing significantly to her role.

Mary Ann is a Computer Science graduate who has worked with several reputable private firms, DOH foreign-assisted projects, and non-government organizations. Her expertise extends beyond M&E to administration, event organization, coordination, and networking. She is adept at collecting and analyzing data to derive actionable insights for project improvement.

Her ability to work within a system and effectively relate to people from all walks of life underscores her value to the team.

PROJECT COORDINATOR

Dyezebel R. Dado, N.D., MSFN

Dyezebel connects PSRP and its projects with important stakeholders, including the Philippine Department of Health and local health units. She oversees projects related to Reproductive Health (RH), Family Planning (FP), and Maternal Newborn Child Health Nutrition (MNCHN).

She served as a technical adviser to the Department of Health (DOH), providing technical assistance to Local Government Units in the field of RH and FP, with a focus on UNFPA project sites for more than a decade. Dyezebel is also a co-principal author of a study on the cost-effectiveness of Vitamin A supplementation in the Philippines.

Her expertise in coordination, networking, and resource mobilization is noteworthy.

SRH POLICY CONSULTANT

Jocelyn I. Ilagan, MD

Dr. Jojie brings 20 years of experience in Philippine healthcare. Her expertise spans areas like Responsible Parenting, Maternal Health, Family Planning, Adolescent Health, and Gender-based violence. She has guided collaborations with the Department of Health on various programs such as Family Planning, disaster readiness, and women and child protection.

In addition to her healthcare work, she has devoted 22 years to helping urban poor communities in Tondo Manila. As a registered social worker, she imparts knowledge at the Asian Seminary of Christian Ministries. She covers a wide range of subjects including Human Behavior, Social Welfare Policy Analysis and Evaluation, and Social Welfare Policy Development and Administration in the field of Social Work.

Rose Ediza C. Aguilar, RN

Nurse Rose fulfills the role as the resident online health professional for MissedPill by rh-care.info. She responds to inquiries and provides professional advice related to family planning and maternal health.

Her background in family planning counseling and international nursing practice enables her to assist individuals in making informed decisions about their reproductive health. In addition to her consulting role, she is also an experienced lecturer in the College of Nursing at Our Lady of Fatima University in the Philippines, showcasing her ability to educate and guide future healthcare professionals.

Her digital campaigns, including FAQ of the Day and Sabi-Sabi Po!, address misconceptions about these topics, demonstrating her commitment to staying updated on digital trends.

Macy’s 8-year professional experience in graphic design, digital illustration, and artistic conceptualization culminated in the successful launch of MissedPill by rh-care.info. This project has made a significant impact in the field of health education in the Philippines, presenting the power of digital media in spreading awareness and accurate information. It continues to be a reliable source of information for many individuals, showcasing Macy’s dedication to her work.

Reuben James Ilagan

Reuben’s background in Information Technology and Multimedia Arts, along with his experience in a water environmental engineering company and freelancing in multimedia arts, have equipped him with a unique set of abilities.

In his current role, Reuben applies his diverse skills to Barcode Track and Trace System (BTTS), a tool that tracks the distribution of contraceptive commodities using barcodes. He is responsible for training users and ensuring the system’s accuracy and reliability. Lyka C. Inocencio

Norvin C. Bonifacio

Norvin oversees the monitoring of maternal mortality, family planning utilization, and contraceptive commodity stock levels in all participating health facilities in Catanduanes. With a Bachelor’s degree in Information Technology from Catanduanes State University and 7 years of experience in hardware troubleshooting and software issue resolution, Norvin ensures that technology effectively supports the project’s goals. Warren Ador Bajado

Warren brings a wealth of experience and dedication to community development. He previously worked in the technical section of the Eastern Samar Provincial Health Office, where he contributed to bloodletting and tuberculosis program activities across the province. Holding a Bachelor of Science in Medical Technology degree, he began his career at the Rural Health Unit in Maydolong, Eastern Samar.

His passion for public health and community development is evident in his work. Warren is committed to promoting responsible parenthood and enhancing reproductive health in Eastern Samar. His experience with tuberculosis programs showcases his dedication to addressing critical health issues in his community.

DATA MANAGEMENT CONSULTANT

Jsydney Pascual

Jsydney gathers and analyzes data to support the Department of Health in developing effective plans, policies, and programs. She holds a degree in Social Sciences from the University of the Philippines Baguio and is currently pursuing a Master’s degree in Population Studies from the University of the Philippines Population Institute.

Her research interests encompass fertility dynamics, youth issues, indigenous communities, and health data. As a Graduate Student Fellow at the University of the Philippines Population Institute, she contributed to research projects, including one addressing stigma faced by People Living with HIV. Jsydney’s expertise in data management and analysis reflects her dedication to improving lives through research and data-driven solutions, bridging the gap between theory and impactful action.

DATA MANAGEMENT CONSULTANT

Irene Artigas-Tasan

Irene specializes in gathering and analyzing data to assist in the development of Department of Health’s plans, policies, and programs. With over 12 years of experience in public health, she is proficient in monitoring, evaluation, research, and data management.

Her expertise extends to various data management tools such as DHIS2, NVivo, SPSS, STATA, and QGIS. These tools enable her to organize and analyze data for a wide range of audiences. She has collaborated with multiple health projects in the Philippines, often funded by organizations like USAID and WHO. Irene’s dedication to public health and her proficiency in data-driven decision-making significantly contribute to the success of the initiatives.

SRH POLICY RESEARCH ASSISTANT

Francis B. Dela Cruz

Francis works closely with the SRH Policy Consultant, playing a crucial role in supporting the development and implementation of strategic plans. Prior to this, he honed his research skills at a nonprofit organization in the Philippines and the United States, conducting fieldwork interviews and social program evaluation for marginalized communities.

He holds a bachelor’s degree in Sociology from the University of the Philippines Los Baños. His research interests include family studies, gender relations, public health, and social psychology. His undergraduate thesis examined the attitudes and online behaviors of Filipino PLHIVs.

DIGITAL/SOCIAL COMMUNITY MANAGER

Maria Olivia F. Acero

Mariol is focused on driving member engagement and growth within nine different Facebook groups for RH Care Info. These groups range from family planning to comprehensive sexuality education, and more.

She approaches this responsibility with unwavering dedication to reproductive health advocacy. Actively engaging with inquiries and comments within the Facebook groups and the YouTube channel, Mariol ensures seamless integration of relevant content from the website with the Facebook groups. Her role ensures our online communities remain informative and supportive in the sphere of reproductive health.

COMMUNICATIONS SPECIALIST

Michael Patrick Soria

Overseeing all communication needs and managing various projects, Pat’s responsibilities also include newsletter creation, branding, and management of social media accounts.
