Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar in the Philippines

On February 20, 2023, the Philippine government, in partnership with the Korea International Cooperation Agency (KOICA) and the United Nations (UN), initiated a program to combat the alarming rates of adolescent pregnancies within the country. This initiative, funded by the Republic of Korea through KOICA, is titled “Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar in the Philippines.” Its principal objectives encompass improving adolescents’ access to sexual and reproductive health services and information, increasing their awareness of sexual and reproductive health rights, and fortifying leadership and governance in the realm of adolescent sexual and reproductive health (ASRH).


KOICA, in collaboration with the United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), and the World Health Organization (WHO), formalized their joint program agreement scheduled to run until 2026, with the goal of making substantial strides in addressing adolescent pregnancies.

To execute some of these goals, UNFPA has enlisted the Philippine Society for Responsible Parenthood (PSRP) as one of its implementing partners. PSRP will undertake the following initiatives:

    1. Engaging adolescents in reproductive health and gender equality through online campaigns and educational sessions by creating an adolescent community on the  RH Care Info social media platform. In this community, adolescents can actively participate in campaigns and educational sessions, with a special focus on popularizing these efforts in Samar and Southern Leyte.
    2. Enhancing the capacity of educators in Comprehensive Sexuality Education (CSE) in project sites by establishing a dedicated online community for trained teachers. This platform will facilitate the sharing of knowledge and experiences among educators implementing CSE.
    3. Strengthening the skills of health workers in adolescent sexual and reproductive health, including family planning methods, through the creation of an online community for these professionals. This space will foster knowledge sharing and exchange of experiences among health workers engaged in ASRH.
    4. Promoting adherence to the Performance Accountability System (PAS) among Local Government Units (LGUs) by establishing an online community for LGU officials and staff involved in the implementation of adolescent pregnancy programs. This online platform will facilitate the exchange of knowledge and experiences among these stakeholders.

Recalibrating the Multiyear Family Planning Costed Implementation Plan of the Philippine Department of Health

The Philippine Society for Responsible Parenthood (PSRP), in partnership with the United Nations Population Fund (UNFPA), is supporting the Philippine Department of Health (DOH) to revise the Family Planning Costed Implementation Plan (CIP) to align with the DOH’s Devolution Transition Plan and Health Sector Strategy. This adaptation aims to improve the delivery of family planning services to meet evolving healthcare needs, closely coordinated with the Universal Health Care (UHC) framework.

PSRP is specifically:

    1. Reviewing the Family Planning (FP) financing component of the Costed Implementation Plan (CIP) by examining the Philippine Health Insurance Corporation (PhilHealth) Sexual and Reproductive Health (SRH) benefit packages, which include Maternal Health, Family Planning, and Adolescent Pregnancy.
    2. Identifying challenges and offering recommendations concerning the Reproductive Health (RH)-related benefit packages in relation to the Universal Health Care (UHC) Implementation.
    3. Integrating the updated Family Planning Costed Implementation Plan (FP-CIP) into its work and financial plan (WFP) within the Disease Prevention and Control Bureau (DPCB) of the Department of Health, ensuring seamless alignment with its broader healthcare objectives and strategies.

Overall, PSRP aims to align the Family Planning Costed Implementation Plan with the DOH’s strategy to improve family planning services to meet changing healthcare needs, in line with the Universal Health Care framework for better healthcare access and services. By year-end, PSRP expects to achieve these goals for a healthier future.

Development of the Operational Guidelines on Mobile Health Units or Women's Health on Wheels (WHoW)

With technical and financial support from UNFPA, the Philippine Society for Responsible Parenthood, Inc. (PSRP) is working with the Philippine Department of Health (DOH) to develop the Operational Guidelines on Mobile Health Units or Women’s Health on Wheels (WHoW). These guidelines will provide a comprehensive framework for implementing the mobile health clinic strategy, which aims to reach underserved and marginalized women in remote and disaster-prone areas.


The guidelines will cover a wide range of topics, including:

    1. Technical aspects: This will include guidance on the selection of vehicles, equipment, and supplies; the development of clinical protocols and procedures; and the training of healthcare personnel.
    2. Financial aspects: This will include guidance on the cost of setting up, operating, and maintaining WHoWs; as well as strategies for mobilizing resources from the government, private sector, and civil society.
    3. Stakeholder roles and responsibilities: This will clarify the roles and responsibilities of the DOH, PSRP, other government agencies, civil society organizations, and communities in the implementation of the WHoW program.


The guidelines are expected to be completed by the end of this year. Once finalized, they will be disseminated to all relevant stakeholders and will serve as a valuable resource for implementing the WHoW program in a sustainable and effective manner.


The WHoW program is a significant development in the Philippine DOH efforts to improve access to healthcare for women, particularly those living in underserved and marginalized communities. By providing mobile health clinics, the WHoW program will bring essential healthcare services to women’s doorstep, regardless of their location or socioeconomic status.


In addition to providing basic healthcare services, the WHoW program will also focus on promoting women’s health and empowerment. The mobile health clinics will provide women with information and counseling on a range of topics, including reproductive health, family planning, and maternal health. The clinics will also provide women with access to essential commodities, such as sanitary napkins and contraception.

PSRP initiated the SRH Watch project in 2022 with support from the United Nations Population Fund (UNFPA). The SRH Watch acts as a vital tool by providing continuous real-time monitoring and analysis of maternal mortality rates. Streamlining Contraceptive Distribution: Introducing the Barcode Track and Trace System (BTTS)

The Barcode Track and Trace System (BTTS) is a digital platform that helps manage and monitor the distribution of contraceptive commodities. It uses barcodes to track the movement of family planning products from source to client, providing real-time data on inventory levels, location, and usage.


The BTTS Mobile Application captures data on product movement, even without internet access. Once connected, the data is automatically uploaded to a cloud server.


The BTTS Web Application processes this data and generates reports that inform decision-making. These reports include information on inventory levels, usage rates, and resupply needs.

Enhancing Data Management to Improve Sexual and Reproductive Health Outcomes in the Philippines

The Philippine Department of Health (DOH) relies on field reports to track health system performance, shape health policies, and make informed decisions. The COVID-19 pandemic underscored the critical need for high-quality data to respond effectively to health crises. To optimize data for decision-making, DOH aims to establish an integrated health information system.


A significant challenge is the persistently high maternal mortality rate. While some indicators, like ANC visits and iron supplementation, show progress, the Maternal Mortality Ratio (MMR) remains a concern. Achieving the 2030 Sustainable Development Goal is at risk. The DOH’s broader focus includes combating malnutrition and managing communicable and non-communicable diseases under the Universal Health Care initiative.


This technical assistance initiative aims to support DOH in data collection and analysis, enabling evidence-based planning and policy implementation. Collaboration with DOH, Center for Health Development, Local Government Units (LGUs), and the United Nations Population Fund (UNFPA) will involve:

    1. Assessing Causes of Morbidity and Mortality: Evaluating factors contributing to morbidity and mortality in pregnant and postpartum women, including adolescent girls.
    2. Family Planning Indicator Analysis: Reviewing and analyzing family planning indicators such as contraceptive prevalence, unmet needs, and demographic trends to guide policy decisions.
